The latest minimum wage for domestic helpers in 2026 has been announced: starting October 3rd, the monthly salary for newly signed contracts will be HK$5,220.
The Hong Kong government announced today (October 2, 2026) the latest "mandatory minimum wage" for foreign domestic helpers. For domestic helper contracts signed from October 3, 2026 onwards, the mandatory minimum wage will increase from HK$5,100 to HK$5,220 per month; if the employer does not provide free meals, the meal allowance will remain at no less than HK$1,236 per month. For families hiring, renewing, or preparing to sign a Standard Employment Contract (ID 407), the most important thing is not when to choose a worker or make payments, but the actual date the contract is signed.
What is the minimum wage for foreign domestic helpers in 2026?
On October 2, 2026, the government announced that the "mandatory minimum wage" for foreign domestic helpers in Hong Kong would be increased from HK$5,100 per month to HK$5,220 , which is an increase of HK$120, or about 2.35%.
The new standard will be applied from October 3, 2026. For all domestic helper "Standard Employment Contracts" signed on or after that date, the contract wages shall not be less than HK$5,220 per month.
Most importantly: Check the actual signing date of ID 407.
Many prospective employers, when the new wages are announced, are most concerned about: "I've already chosen a domestic helper, will I be paid the new wage or the old wage?"
The core of the judgment is the signing date of the Standard Employment Contract (ID 407) .
If the contract is signed on or after October 3, 2026 , the minimum wage is HK$5,220 per month. In other words, even if a domestic helper has been selected, employment confirmed, or employment agency fees paid earlier, if ID 407 is signed on or after October 3, the contract must be executed at the new level. ID 407 is also the formal standard employment contract for hiring domestic helpers in Hong Kong.
The same principle should be followed when renewing contracts: if a new standard employment contract is signed on or after October 3, the new contract's wage cannot be lower than HK$5,220.
What should be done if a contract was signed on or before October 2nd?
The government also announced transitional arrangements. If a domestic helper's contract was formally signed on or before October 2, 2026, at the then minimum wage of HK$5,100 per month, the relevant application can still be processed by the Immigration Department as long as it is submitted to the department on or before October 30, 2026 .
Therefore, "signed contract" and "submitted to Immigration Department" are two different things. In the case of a transitional period, the employer should check the signing date of ID 407 and whether the application can be submitted to Immigration Department before the government-specified deadline.
Has the meal allowance been increased?
no.
The government will maintain the monthly meal allowance for domestic helpers at no less than HK$1,236 .
According to the Standard Employment Contract, employers are generally required to provide free meals to domestic helpers; if they choose not to provide free meals, they must pay a meal allowance no less than the currently stipulated level. Therefore, HK$1,236 is not an additional monthly payment that all employers are required to make, but rather a meal allowance that applies when employers do not provide free meals .
Will the current domestic helper's salary be automatically increased to HK$5,220 immediately?
It's not simply a matter of automatically changing all existing contracts to HK$5,220 based on the date announced by the government. Domestic helpers should be paid according to the wages stipulated in their signed Standard Employment Contracts, and the newly announced HK$5,220 level applies to contracts signed on or after October 3, 2026. Therefore, families who are in the process of renewing contracts, changing domestic helpers, or handling new hiring procedures should first check the contract signing date and should not judge based solely on the selection of a worker, payment, or expected arrival date in Hong Kong.
"ZenCare" perspective
Every time the minimum wage for domestic helpers is adjusted, what employers are most confused about is not the amount, but "which date counts".
For families currently in the hiring process, a prudent approach is to separately verify the ID 407 signing date, application submission date, and contract salary , and to retain all signed documents and related records. If a case spans the effective dates of the old and new salary systems, it should be handled according to the government's latest transitional arrangements, rather than relying solely on verbal confirmation of employment or the agency's payment date.
"ZenCare" also suggests that employers clearly confirm the contract content and fee arrangements before signing, so that both parties have a clear and consistent understanding from the beginning of the employment process.
If you are hiring domestic helpers, preparing to sign or renew contracts, but are unsure how the old and new wage levels apply, you can first check the signing date of the Standard Employment Contract and the progress of your case, and then proceed according to the latest government arrangements.
